I'll be honest, Breakpoint seems like a step back from Wildlands, and relative to the times seems 3 steps back from the first Ghost Recon game that was praised for realism.

Can see no reason other than coop or PvP for this to be online only without offline supported. Good fun but a pass until I can play on my terms when I want,l and not rely on @Ubisoft flaky servers, or in this case the consoles.
