  People prefer to pay flat rates than metered. In today's age, you can give an agent monthly budget (flat rate) and not have to worry about how many micropayments it makes for products/services.   When is this country going to stop the monopoly of the internet giants who control the access & content of emails. Google shut down my access, refused payment, yahoo denied access, now AOL denied access. Google, Blackrock, Microsoft, ramped up their efforts to control us.
