I've managed to get my clients #GoDaddy VPS back online. Logged into WHM and restarted that did the trick. Websites on that VPS are now working again. Hope that helps others who are having similar GoDaddy VPS issues.

@GoDaddy @GoDaddyHelp Your status page is still showing e-mail up but it has not been for us since at least 8am. If you're not going to update your clients with ETA and reasons for this service interruption, at least displaying accurate information would instill a little faith.

Follow up: we've provided a 2nd error message (kex_exchange_identification: read: Connection reset by peer) to @GodaddyHelp and the last IP reached by traceroute within their network (we tried from several PC and ISP, same problem), but they won't investigate.

@mhlymber @GoDaddy Looks like there are issues getting to the subnet 68.178.252.X - if you are tied to one of those mail servers like I am, you are down. Chat said 96 minute wait for support so looks like many are impacted. A status from GoDaddy would be nice.
