I've seen QTs suggesting other networks repeatedly broadcast the alert (as per spec) and Three didn't... I was on GiffGaff and Three, dual sims, so could have been either which got it.

A FOI request detailing how network coverage map data is recorded, updated, and published would be interesting to see. It seems to be very different from reality.
