@groverdPO @PostOffice @bazzz9 Actually the provision of change via withdrawal is not a service, change giving is a chargeable sevice, the odd bit of change provision is at the discretion of counter staff certainly not an obligation. Businesses are charged to receive change it not a free service.

@PostOffice No offence Jess but you've previously responded & I am still no clearer where the packages are or if the postage application issue has been resolved, not one package has been recieved by a customer. Where are they? How can I find out?

@PostOffice No problem. Adding to my earlier point, the last posting date for surface to USA/Canada was more than 2 weeks ago. If the customer wanted to send Xmas cards that way, it wouldn't have got there until after Xmas/January. May be worth bearing in mind before talking to that branch.
