Switching off Freeview would make spectrum available for 5/6G, but at the (enormous) cost of putting all that bandwidth on existing connections. AAC was chosen for Freeview HD because Dolby had no equivalent receiver-mix audio desc'n support in 2009ish when the platform was standardised.
