I've never run out of data. I think this data reflects the British consumer's obsession with buying phones through contracts. Unless I've got this wrong, and this chart is showing data-only.

Best option I found was to order a Giffgaff SIM (or esim), stick a fiver in it and just top up when required. It usually connects to the AIS network here so calls etc all good. Serves 2 purposes with being able to receive UK SMS also
