Only Robin in @plusnethelp started taking the problem seriously, so kudos to him. But this is still absolutely ridiculous!

At a stretch I can only foresee this helping the cheapest, nastiest modems with no packet scheduling whatsoever. To everyone else, it's a hindrance.
