It’s part of the basic framework for an iPhone but a lot of networks don’t support it. O2 does. I just fixed mine by using @hivoicemail which appears to be working great! All networks do this it's not new. Since you didn't have it in s phone the network didn't pick up a signal so it automatically thinks its inactive.
