I've been a customer for 8 years and upgraded data and changed plan many times -- most recently a month ago. EE allow it; are flexible like that and even have shared data SIMS for 3 iPads. So technically they can do it, they just don't.

Logging in to the app is not possible because NO ONE can text me and they require to text my phone a one time only passcode.
