I’m a bit of a *** with a lot of this but from the outside in the @PostOffice seem to have half arsed this from day dot because imo they thought the tax payers money would make it all go away and it would never see the court room.

It' just the female version of the "No shirt, no service" rule. Yeah, it's an old and fuddy-duddy rule. but it's really not all that difficult to follow.

Why would a backless dress make anyone feel uncomfortable? A bit of a non-response from @PostOffice - it doesn’t really answer any questions, nor does it make explicit, a stance on this.

It would really depend on the company dress code.
