This is common practice and absolutely nothing to do with religion. I support the principle that business owners can refuse service, and they legally can.

As a customer , the shop have no business telling you that you can’t wear that outfit. As an employee they may require you to dress in work attire . And it’s “backless”, not “blackless”.
