They don't do it lightly as they have to remove hold luggage, identify all carry-on luggage, lose slot, causing problems with connecting flights. You can be 100% sure that Mr. Khan/associates were causing a problem.

It's all about intent, and to me it looks like his intent was only to kick the ball and not the man therefore the only card should be for the time-wasting. Can't be certain but that's what I see.
