I recently wondered if they had improved, CLEARLY NOT!! sorry to hear of your experience Matthew but I would consider EE to be the best option.

@Matthew_Wright @VodafoneUK @VodafoneUK are absolutely disgraceful. £1000 of extra charges on a £60/m contract. 30+ hours on the phone with their “customer service”. Hung up on me several times. Provided false information. Refused to budge on any of the false extra charges. O2 have been much better since.
