It’s part of the basic framework for an iPhone but a lot of networks don’t support it. O2 does. I just fixed mine by using @hivoicemail which appears to be working great! Rung up to top it up they won’t do it with out the sim being in a phone to receive a text message, I don’t have a 3 device, I bought it for a mobile router. Won’t work in my EE phone! 😞
