The contract states "up to". However, you always use the maximum increase you are allowed. This implies a bad faith in your contracts in that you suggest it may be less.

Clodagh Beckham (@clodaghkeane) reported@EE I have already spoken to multiple ‘customer service’ agents and lodged multiple complaints but EE fail to follow up with me, do not reimburse me (multiple empty promises!) and close my complaints as ‘resolved’ within 24hrs despite no follow up and zero resolution. Disgraceful!

The fact that switching supplier every two years is better than being loyal to one is a sign of a fundamentally broken system.
