Navigating a large companies internal structures shouldn't be the customer's problem: call centre operatives should be trained on which department to transfer customers to, and have access to a supervisor for anything tricky

Its a seriously poor part of consumer rights that needs to be made much better. You should be able to cancel for any reason at any time
