Probably the first signal it found (especially if the plane landed from the east) followed by a closer one. I had to turn off roaming after visiting Bayt Lehm for fear of being billed thousands.

Martin Renel (@RogerR4BBIT) reported@O2 have a multi SIM contract & it is impossible to get a PAC code for one of them despite you being legally required to do so. Text doesn't work for multi SIM and website gets stuck in a loop back to main account page every time. No one has picked up the phone in 3 lengthy calls
