I've been advised to use the O2 signal checker which I have done and it always says that my area is at FULL signal strength. This just isn't the case. 4G since covid is atrocious :0(

They even boast about how they reduce energy consumption by switching equipment off/running in lower power. Esp in non peak periods such as overnight. Doesn’t seem to be subject to regulatory measures

Meanwhile mobile use continues to rise leading to network congestion. All part of a healthy competitive market you might say.
