I selected the £10 a month option but I've been put on a £15 a month plan. It's unacceptable. Can I just cancel the contract and I'll just go with somebody else.

If give them notice that the service is down and it doesn’t improve demand to end your contract. If they don’t then that is one of the very few things that Ofcom can intervene with (the rest of the time they are useless)
