Your complaints department are refusing to refund my money. They said I never cancelled within 14 days. I have told them I never had the contract in the first place! Disgraceful!

Multiple assurances on phone calls that all is sorted but multiple phone calls to me (always when I am busy) suggest otherwise. I ask for email confirming but am told this isn't possible?!

All networks do this it's not new. Since you didn't have it in s phone the network didn't pick up a signal so it automatically thinks its inactive.
