If give them notice that the service is down and it doesn’t improve demand to end your contract. If they don’t then that is one of the very few things that Ofcom can intervene with (the rest of the time they are useless)

The status for my postcode has remained in a degraded state for months. If you are to become a player in the home broadband sphere, you need to do a lot better!
