Before two working Analog Phones after one working (same Analog Phone connected to the Hub) second not working (extension). To get two working phones customer must pay extra (engineer + Phone).

It's how I flew under the radar when I lived in France in an unapproved residence. Basically you keep the local mayor on side* and don't let anything escalate to the departement. *May involve 5L of wine a couple of times a year.

I think the scale of it can be tracked by how many calls last less that a few seconds (due to dead air) or how many pin numbers are requested but not used. (as they are not supplied in time)
