We think the hospital may have changed a setting or disabled something as settings appear to be picking up a SIM

I've enabled WiFi calling however I'm still concerned. I'm classed as vulnerable and my landline also isn't working. If your network fully goes down I can't contact emergency services.

The house had been rented 2 years before the date of purchase, but they never shut down their service.
