I am currently restricted to 4g on my phone because of this. Unable to just pay and keep using my connection by the looks of it

Yes, my settings are fine.

My ms goes from the 20s to in the thousands in semi-regular intervals regardless of time of day or other usage.

We have a box that is technically functional but as of now disconnected. It is technically a 5 second job for you to fix but because of nonsense policy I'm now disconnected
