I've had days where my MBPS has been 0.37 then in the evening 12.08 MBPS then 2 hours later 2.58. As soon as I can I'm leaving this contract s it's certainly not what I signed up for.

It's how I flew under the radar when I lived in France in an unapproved residence. Basically you keep the local mayor on side* and don't let anything escalate to the departement. *May involve 5L of wine a couple of times a year.
