Its is not getting a public ip and the 'Network Access' status is blocked as opposed to Allowed. I need to speak to someone from the technical dept to get this allowed.

When I can't make calls from my mobile and I check your service status page it shouldn't be saying "no problems here" hours after you knew about it. Be ashamed.
